My name is Bob McNeil, a concerned, patriotic, American citizen who is running for President of the United States in the November 2016 election. Yes, that’s right….. 2016.
My mission will be to lead the 21st Century American Revolution, the purpose of which will be to reverse 100 years of assaults on our freedoms by the professional politicians in Washington, D.C.
Some of you might be wondering “Why not now?”
Unfortunately, I have concluded that too many Americans are still asleep, unaware, or worse, simply don’t care about the severity of the problems facing our country. Between now and 2016, my job will be to educate them about the solutions I plan to put forth and give them, and every freedom-loving American someone and something to vote FOR.
I will enter the 2016 race as a candidate representing the American Citizen Party, a common sense alternative to the Democrat and Republican parties, who have clearly demonstrated that they value the wishes of lobbyists over the will of the People.
My candidacy will be based on the principles of personal responsibility, self- determination, and freedom for all American citizens. I draw my inspiration from a belief in the Creator, the wisdom and truth in the writings of the Founding Fathers, the power of the Declaration of Independence, and the exceptional governing model set forth in the United States Constitution.
You should know that I didn’t just show up on the political scene. I ran for President in 2008 as an independent write-in candidate, receiving an untold number of votes from across the country. That experience, and the support I received, encouraged me to run again.
As a bit of background, in 2007, as a man with above-average intelligence and a love for freedom, I asked myself this question:
“Gathering all of the knowledge, skills and resources I possess, what plan would I write to change the course of my country, restore freedom to ALL American citizens, and transform the United States into the global model of freedom and prosperity that the Founding Fathers intended?”
With that mindset, I sat down in front of a blank computer screen with a copy of the Constitution beside me and began. Further research led me to the writings of the Founders, giving me insight into their original intent when they set about the task of designing our Nation. Add to that my analysis of the budget of the Federal government, and the history of some of the programs contained in it, and I arrived at the following conclusion:
Our country’s problems are the result of our straying from the Constitution over the last 100 years. And, the only solution possible is to return to it.
In particular, I’m talking about adhering to the original clauses regarding taxation, the primary means by which the Federal government is funded.
The U. S. Constitution, ratified on September 17, 1787, provides for only two kinds of Federal taxes: Indirect, which must follow the “rule of uniformity”, and Direct, which must follow the “rule of apportionment”, as follows:
Article I, Section 8, Clause 1: “The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;”
Article I, Section 2, Clause 3: “Representatives and direct Taxes shall be apportioned among the several states which may be included in this Union, according to their respective Numbers…..”
Article I, Section 9, Clause 4: “No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken.”
But, on February 3, 1913, the Constitution was turned on its head with the ratification of the 16th Amendment, which states the following:
“The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.”
Along with the 16th Amendment came the Income Tax Act of 1913 that gave birth to our 100 year-old progressive income tax system, which has stolen our wealth and, through the Internal Revenue Service (I.R.S.) has made us fearful of our Government, the one thing the Founding Fathers never intended.
Add to that the Corporate Income Tax of 1909 (which we pay when we buy products), the Federal Reserve Act of 1913 (which led to the printing of money and the dollar’s loss in value), the Social Security Act of 1935, the Current Tax Payment Act of 1943 (paycheck withholding), the Social Security Act of 1965 (Medicare), the Social Security Act of 1965 (Medicaid), Capital Gains Taxes, Inheritance Taxes, and Gift Taxes, and it is clear that we live today under confiscatory tax laws that were passed long before most of us were born.
The purpose of the 21st Century American Revolution will be to:
Peaceful… Constitutional… Legal…. just as the Founders intended.
Although I am not running for President in 2012, between now and next November, I intend to rally a sufficient number of freedom-loving American citizens to vote for American Citizen Party candidates to replace the professional politicians and begin repealing the laws that have taken our freedoms from us. That mission will continue into 2014, and be complete in 2016….. if you do your part.

Should you question my qualifications, let me just say that I meet the only two qualifications for President set forth in Article II, Section 1, paragraph 5 of the U.S. Constitution:1. I am a natural born citizen, and; 2. I have reached the age of 35.

And remember, a vote based in principle, and cast with conviction, is not a wasted vote. It is the most powerful weapon on earth.
